hi my torsion bar bolts seem f****d even tho bar its self is fine. if i take anti roll bar out and spin it then put back would that lower car?

No, torsion bars must come out, ARB has nothing to do with the ride height. Are the bolts rounded? it's still possible to remove them.

not sure just cant undo them. the bar its self is fine and clear

Torx bit into the bolt - give it a good whack to make sure it's in securely - nice long ratchet for good leverage and they will come out. If it's rounded then they will need to be drilled and re threaded but you will have to be careful, probably best to let someone else do it at that stage.

make sure the torx head is clean and use the T40 driver

OR get a file or grinder and put flat sides on the bolt/nut then use a adjustable on it, or a pipe wrench
