Like some here I have suffered recently with the engine coolant temperature steadily rising whilst stuck in traffic. Trawling the various threads I decided to fix the problem by inspecting the relays near the radiator. Firstly though, I went to a breaker's yard nearby and removed grill etc to get at the relays; that way learning how to do it without breaking my car. For £5 I purchased the two relays, associated wiring and plugs and also the cover they are clipped to.
Inspecting my relays and wiring showed that one or two wires had actually corroded bad enough to come adrift, thereby allowing no feed to the radiator fan.
Eventually fixed by rewiring some wires and cleaning all connections to relays. All working now.
As a side note. If you have the same problem and have A/C, then as a temp measure, just switch the A/C on and the fan (if okay) will run, thus cooling the engine coolant.
Hope this helps someone else.

Yep had the same on my old gti,one of the main relay wires had corroded to dust for about 50mm from the relay terminal.
