I've got one specimen like yours here, and coolant hose would also be loose if previous owner didn't put a cable tie round it:) Seems a common issue when it comes off a bracket:

Hi, how is the coolant situation in the expansion tank?
If all is well with cooling system, the oil around that area might suggest the oil feed to the turbo might leak, so only noted at higher RPMs ... |

I assume your particular engine has the "tall" element oil filter type with a plastic "leg" down the middle and a seal at its end.
